| Purpose ---------------------------------------------------- The purpose of the caucus: to gather local concerned people together to discuss Native American Indian political representation to the state, to make the initial selection of local candidates, and to elect delegates to the state convention where the final nominations from around the state will be determined. Votes for applicants for the Commission of Indian Affairs at the caucuses will decide whether the applicants become candidates to the Convention or not. Votes for applicants will be "Yes" or "No". Applicants who receive a majority of "Yes" votes at a caucus become candidates to the Convention; applicants who do not receive a majority of "Yes" votes at any caucus do not become candidates and are not considered at the Convention. Votes for applicants to the Advisory Council on TN Indian Affairs and to the TN Native American Convention (TNNAC) at the caucuses are final and essentially elect the applicant to the position pending organizational approval. What the votes will mean ---------------------------------------------------- Applicants for the position of Commissioner of Indian Affairs who receive a majority approval of a caucus will become candidates and their names will go on to the state Convention for prioritization as to who will be the nominees to the state. Applicants for positions on the Advisory Council on TN Indian Affairs and TN Native American Convention who are approved by a majority vote of their respective caucuses will be considered to be elected to the Advisory Council. No further election needed. Applicants for positions to other state commissions must be approved by a majority vote of at least four (4) caucuses for their names to go forward to the state Convention for prioritization as to who will be nominated to the state to serve on these commissions. Each referendum issue must be approved by a majority vote of at least four (4) caucuses for the issue to go forward to the state Convention for discussion and vote. Delegates elected at each caucus will go on to the state Convention at Little Cedar Mountain on saturday, 24 september, to vote together on Commissioner nominees, other commissions' nominees, and the referenda. The Caucuses' Schedule ---------------------------------------------------- Pre-meeting: Registration (5.00 Central, 6.00 Eastern) Registration of all caucus attendees: voters and non-voters (non-residents, children (needed for accurate counting and establishing number of voters used to establish simple majority).
