TNNAC Meeting Minutes saturday, 23 november 2002, 10am central agenda: bylaws, board membership, proposed TNCIA legislation changes, 2000 census data, 2003 caucus & convention sites, other state positions that need nominations
Meeting was opened with a discussion of the order of the meeting because April Weller explained that he attendance would be abbreviated. 1st Motion -- [April Weller] Move the business of electing the TNNAC Officers to the beginning of the meeting. Kathy seconded. No opposition. 2nd Motion -- [Floyd Ayers] Keep everyone in the same places. [ ] April Weller seconded. Election was made by acclamation. Tom stated that he felt there should be new blood and he felt it was needed, but would serve as Chairman for another year. Non-Board member made a comment that we should have an elect-in-training for new officers and board members. Vicky Spits Fire Garland read [discussed] the minutes of last meeting. Since the only ones in attendance were Tom Kunesh, Vicky Spits Fire Garland, Dale Mitchell and David Teat, little business was determined. Tom said he would disperse those minutes with those in attendance so attendees could comment, amend and approve the minutes. Treasurer Report: April reported that there was $164.25 in the treasury. 3rd Motion -- [David Teat] Have a checking account opened for TNNAC at AmSouth. Motion amended to read that a Checking Account would be open at any lending institution that had no service charges for non-profit organizations. Vicky Spits Fire Garland seconded. Motion passed without opposition. [Discussion consisted of the different lending institutions available.]
Discussion over those individuals who were still involved or willing to be involved in TNNAC; those individuals are as follows: The above individuals were also the only individuals who responded to the requested Review and Approval of the By-Laws set forth for TNNAC. All were so acknowledged. A review of attendance was discussed and those who have not been attending have been questioned as to whether or not they wish to remain involved and have been asked to attend future meetings or be replaced. David Teat suggested that each TNNAC Board member appoint an alternate and give the alternate a proxy vote if the said Board member is absent. It was further suggested that said Alternates may not -- be an acting commissioner; have participated in the last year’s TNNAC or Tennessee Commission Advisory Council; be a sibling, partner or offspring of said Board Member [unless elected by the general constituency in a normal election]; serve for more than one (1) person. Further discussion involving appointed alternates was discussed in regard to proxy voting but all agreed to hold until the next meeting. Edna Faye suggested that Eve Freeman be considered for active involvement as a board member or alternate. 4th Motion -- [April Weller] To have Dale Mitchell appointed to the TNNAC Board and that Eve Freeman be an alternate [since she is new to the to the process]. Floyd seconded. Motion passed without opposition. 5th Motion -- [Tom Kunesh] Change the terms of the Commissioners. John Hedgecoth seconded. Tom brought up the topic of discussion for TNNAC to take a more active role in the nominating and appointment process for other State Boards and/or Commissions where Indian issues were concerned. 6th Motion -- [Tom Kunesh] TNNAC should actively suggest appointments to other State Board and/or Commissions where Indian issues are connected. Vicky Spits Fire Garland seconded the motion. Further discussion occurred. Floyd Ayers moved to vote. Unanimously. 7th Motion -- [David Teat] The Advisory Council also be included in the process of suggesting appointments to other State Boards and/or Commissions. [Discussion -- Opposition was made to the motion. Vicky Spits Fire Garland stated that she thought it would be a conflict of interest to have the Advisory Council suggest appointments with TNNAC.] David Teat withdrew the motion and the motion was tabled for a later meeting.
April Weller left the meeting. Meeting continued after a brief break. |
