who can vote
Middle TN people voting on Nashville commissioners
4 Commissioners up for election
4 caucuses?
option A: only metro citizens vote in metro caucuses, and metro caucuses only vote on metro commissioners
option B: only metro citizens vote in metro caucuses, and metro & division caucuses elect convention delegates on metro commissioners
David - tit for tat stuff has to stop
if we're looking for who's at fault we're not looking at the solution
recommends doing a poll
proxy voting? Verification?
Absentee voting?
Who can be commissioner? - By area? Metro-area commissioners have to be from metro-area?
Law says "metro-area and contiguous counties"
person who has two residences - votes where?
Poll - public poll
distribute at pow-wows
can't prevent all abuse, can only try to minimize abuse
seek advice from state election commission
don't have to follow it, just need to ask for it.

David Teat: separating election of commissioners from Advisory Council members
There's a rumor that a petition is going around in Chattanooga to replace John Anderson. [no such petition encountered.]
no legislative authority to appoint interim appointments
a different way to describe the elections:
nominate 4 people to the Advisory Council
--- lunch ---
metro-area nominees from metro-area alone
nominators must be from metro-area alone
division nominees from division-non-metro area
nominators
two alternatives:
1. status quo:
all inclusive - metro and division areas nominate for division
metro & areas nominate for metro, stipulation that metro commissioner has to reside in metro area
2. change
all inclusive - metro and division areas nominate for division
metro & division nominate for metro, stipulation that metro commissioner has to reside in metro area -and- division commissioner has to reside outside of the metro area (but within division)
3. Alternative
exclusive - metro nominates for metro, non-metro nominates for division
- all caucuses in the division vote on each others nominees
-
4. metro-areas elect metro commissioner, division areas (exclusive of metro areas) elect division commissioner, with no convention election (poll question but general displeasure with the idea)
-----------------
separate elections for Commissioner nominees and for Advisory Council
two ballots
can cross-register

It was decided that TNNAC needed a hardcopy list for mail outs. And that
TNNAC should compile a list of all Indian organizations in the State of
Tennessee to send out information about TNNAC. It was general consensus that
TNNAC served the entire Native American community and should be in contact
with all who are interested in participating in the process. Should area
caucuses contact organizations within their caucuses or should TNNAC (in
General) contact them? Mention of different organizations to contact: AIA,
NAIA, Bell-Henning Community, Overhill Nation of Cherokee Indians in East
Tennessee and others.
All commissioners represent -all- Indians in the state
-----------------
poll question: - who should receive it?
- based on what criteria?
-----------------
referendums
written out if final format, submitted to TNNAC by the close of
nominations, with 9 persons' signatures (registered voters_) from each of
the 7 caucus areas (total 63 valid signatures of registered voters)
may be submitted anytime after one convention and prior to the close of
nominations for the next convention
