Tennessee Native American Convention    
to democratically elect representatives from the Native American community to represent Native American interests in and to the State of Tennessee.

Nominees for Commission of Indian Affairs are chosen by a two-step
political process of local Caucus followed by a State Convention.
To become a nominee to the state for the Commission of Indian Affairs,
applicants must submit an application and obtain supporting signtures
in order to apply to the local caucus for nomination to the state.

2005 applicants for positions on the Advisory Council on Tennessee Indian Affairs must reside in the following counties:

Other prerequisites are:       
  • age 18 by date of the caucuses       
  • resided in Tennessee one calendar year by date of caucuses
  • To apply to participate in the TNNAC election process, applicants need to
    1. fill out an application - pdf or plain text - consisting of the following public information requests,
    "Accompanying each nominee's name submitted shall be a résumé, including the nominee's educational background, work history, heritage, description of why the nominee would be a suitable commissioner," Native American Indian identification, and Tennessee residency status. - TCA 4-34-104 (b)2-4
    and
    2. obtain at least 21 signatures of registered voters in the Grand Division:
         a. at least 11 signatories must be from inside the nominee's own caucus area
         b. at least 10 signatories must be from outside the nominee's own caucus area
              but still within the Grand Division.

    3. If an applicant, who is not a member of a federally- or state-
    recognized tribe or is not a state-recognized Indian individual, requests
    Native American preference in the state's selection process, s/he must obtain
    (a) the signature, address, and documentation (enrollment or CDIB card)
    of at least two (2) members of federally- or state-recognized tribes or
    state-recognized Indian individuals (in order to demonstrate "cultural
    identification through ... community recognition" TCA 4-34-104.b.3),
    and
    (b) will need to demonstrate proof of Native American Indian ancestry, i.e.,
    genealogical documentation verifying Native American Indian descendancy
    ("persons having origins in any of the original peoples of North America" TCA 4-34-104.b.3).

    4. Make a copy of your application and of all signature sheets for your records.

    5. Send application and supporting signatures to TNNAC Secretary Lynn Clayton,
         354 Lowrey Road, Medon TN 38356, by saturday, 28 may 2005.

    Remember:

    • all signatories must live within candidate's Grand Division
    • signatories must be currently registered voters
    • signatories must supply his/her residence address as it appears on
      his or her voter registration records
    • signatures must be recognizable, signers must be registered voters
      and living at the address on their registration
    • TNNAC signatory forms are available for download in pdf format
    • applicants should obtain at least 30 signatures in case any signatories
      are disqualified
    • signatories will be verified by TNNAC with counties' Election Commissions

              - the state Archaeological Advisory Council (East ('05) & West ('07) TN Native American representatives); and

    Tennessee Code 4-1-201. Grand divisions.
    There are three (3) grand divisions of the state: the eastern, middle and western.

    4-1-202. Eastern grand division.
    The eastern division comprises the [33] counties of Anderson, Bledsoe, Blount, Bradley, Campbell, Claiborne, Carter, Cocke, Cumberland, Grainger, Greene, Hancock, Hamilton, Hamblen, Hawkins, Jefferson, Johnson, Knox, Loudon, Marion, McMinn, Meigs, Monroe, Morgan, Polk, Rhea, Roane, Scott, Sevier, Sullivan, Unicoi, Union and Washington.

    4-1-203. Middle grand division.
    The middle division comprises the [41] counties of Bedford, Cannon, Cheatham, Clay, Coffee, Davidson, DeKalb, Dickson, Fentress, Franklin, Giles, Grundy, Hickman, Houston, Humphreys, Jackson, Lawrence, Lewis, Lincoln, Macon, Marshall, Maury, Montgomery, Moore, Overton, Perry, Pickett, Putnam, Robertson, Rutherford, Sequatchie, Smith, Sumner, Stewart, Trousdale, Van Buren, Warren, Wayne, White, Williamson and Wilson.

    4-1-204. Western grand division.
    The western division comprises the [21] counties of Benton, Carroll, Chester, Crockett, Decatur, Dyer, Fayette, Gibson, Hardeman, Hardin, Haywood, Henderson, Henry, Lake, Lauderdale, McNairy, Madison, Obion, Shelby, Tipton and Weakley.

    Tennessee Code 4-34-104. Members. [Commission of Indian Affairs]

    (a) The Tennessee commission of Indian affairs shall consist of
          at least seven (7) members as follows:
    (1) One (1) member from each of the four (4) metropolitan areas:
    Shelby, Davidson, Knox and Hamilton, and counties contiguous thereto;
